Moon Transportation Authority

Moon Transportation Authority

MTA Description and History

MTA was established by Moon Township ordinance on April 29, 1986 and by Moon Area School District resolution No. 86-1 on May 12, 1986 for a 50-year term to improve and construct transportation infrastructure that promotes economic development and enhances safety and welfare of Moon’s residents. The Authority is funded by the Local Economic Revitalization Tax Assistance (LERTA) Revenue Allocation Program (RAP), a mechanism to finance certain transportation infrastructure improvements in the designated transportation district. Properties within the designated district are exempted from local real estate taxes on the value of new buildings or improvements to commercial properties for 10 years. Participating property owners contribute funds to MTA in like amount of exempted taxes to advance priority transportation projects as identified by the Township and School District. Any construction, reconstruction or improvement for which a building permit is issued on or before April 29, 2036 in the designated district is eligible to participate.
