Permits required for door-to-door solicitations
Several Moon Township residents were recently affected by a fraudulent soliciting scheme. The Moon Township Police Department would like to take this opportunity to remind residents and solicitors of the Township’s requirements soliciting.
If someone comes to your door to solicit, you have the right to ask to see their Moon Township Police Department Permit/ID Card. It is gold and color and is signed by the Chief of Police. Additionally, you may also include your residence on the No Soliciting/Peddling List by notifying the Chief of Police in writing. The address is 1000 Beaver Grade Road.
Any person who goes upon residential property in Moon Township without being invited to do so by the owners or occupants for the purpose of peddling or soliciting must obtain a Soliciting Permit from the Moon Township Police Department. Soliciting and/or peddling includes knocking on doors, ringing doorbells as well as placing door hangers on doors.
In order to obtain a permit a solicitor must:
- Obtain a PA State Police Criminal Records Check by logging onto http://epatch.state.pa.us. Solicitors must print the Record Check Certification and bring the “No Record” response to the police department.
- Fill out a soliciting permit application, which is approved by the Chief of Police.
- Once the application is approved, the permit can be picked up at the police department. Fees are $5/day per person; $10/week per person; $25/month per person or $75/year per person.
- The solicitor will also be given a “No Soliciting/Peddling List.” This is a list of residences that have requested that there be no soliciting on their property. It is a violation of the Moon Township Code for a peddler/solicitor to go upon any property on the list.
- The hours for soliciting are: 9 a.m. – 5 p.m. between November 1 and March 31; 9 a.m. – 9 p.m. between April 1 and October 31.
- Children under 18 years of age soliciting on behalf of a non-profit, school or governmental organization.
- Persons soliciting on behalf of a non-profit or neighborhood organization for donations to, or membership in, such organizations.
- Persons going upon property or approaching people to discuss or explain issues, including religious proselytizing, exercising an individual’s freedom of speech or campaigning for political votes that do not include the request for contributions or donations or the sale of goods or products.
Winter Weather Reminders
As the winter-weather season approaches residents are asked to keep in mind the following regulations when it comes to road maintenance so that Public Works employees can maintain roads with limited difficulty:
- Do not park vehicles on Township-owned roads between 2 a.m. and 6 a.m. This allows crews to maintain roads during winter weather conditions and will keep roads clear for emergency service vehicles.
- Do not plow or shovel snow from driveways or sidewalks onto roadways.
- Remove portable basketball hoops from public roadways, right-of-ways and cul-de-sacs as they routinely interfere with plowing and winter road maintenance.

Resumes being accepted for board, council positions
Moon Township is currently accepting letters of interest and resumes from residents who would like to serve on one of the Township’s volunteer-based boards, committees or commissions beginning in January 2010.
The Board of Supervisors make appointments to the following boards: Planning Commission, Parks and Recreation Advisory Board, Zoning Hearing Board, MCA-TV Advisory Board, Environmental Advisory Council, Historical Architectural Review Board, Vacancy Board, Moon Township Recreation Authority, Library Board of Trustees, and the Uniform Construction Code Board of Appeals.
All appointments are made at the January Reorganization Meeting. Township residents interested in serving on a board, council or commission should submit a letter of interest and resume to Jeanne Creese, Moon Township Manager, 1000 Beaver Grade Road, Moon Township, PA 15108.

Moon Park winter hours began November 1
Beginning Sunday, November 1 Moon Park will only be open to users between 8:30 a.m. and 4:30 p.m. Also, due to construction in Moon Park, the park may be closed at various times to that crews can complete work in a safe manner. Please check the Township’s web site and the Parks’ web site for updates as to when closures will occur. We thank you, in advance, for you patience as we complete this project.

Curbside Pick-Up and Composting Programs
The 2009 Curbside Brush & Tree Limb Pick-Up Program, along will the Composting Program, will be held in November. Residents may bring leaves and brush to the Downs Fire Station on Saturdays and Sundays between October 31 and December 6. The Public Works Department will pick up brush and tree limbs Monday-Friday between November 2 and November 27. Curbside pick-up will follow residents’ regular rubbish pick-up schedule. Residents are asked to keep the following regulations in mind for this program:
1. Brush should not exceed six feet in length.
2. Brush should not have a diameter of more than four inches.
3. Brush should not be bundled or tied.
4. Brush should be at the curb line by 8 a.m. on the day of pick-up.
5. Any brush or tree limbs that are not at the curb line will not be picked up.
6. Public Works employees are not permitted to pick up leaves.

Important Traffic Announcement for Flaugherty Run Road
The Pennsylvania Department of Transportation will close Flaugherty Run Road near the Flaugherty Run Bridge between June 12 and September 27. Motorists may use either Broadhead Road or Stoops Ferry Road to access University Boulevard. Detour signs will be posted.

Supervisors approve 2010 Final Budget
Real Estate Tax is the largest source of revenue for Moon Township. In 2010, the real estate tax rate remains at 3.28 mills for the 5th year. The tax is computed by multiplying the millage rate by the assessed value of the property. Allegheny County maintains property values and assesses property.
The Real Estate Tax Collector for Moon Township and the Moon Area School District is Katherine Tress, an elected official who serves a four year term. Delinquent property taxes are collected by Keystone Municipal Collections.
Township property taxes are billed on April 1st. A discount of 2% may be taken if the taxes are paid on or before May 31. Taxes are due at face if paid by July 31. A penalty of 10% is applied if paid between August 1 and February 1 of the following year.
